Seedy locations are areas such as clubs, neighborhoods, and businesses that are usually avoided by most citizens due to their lack of security and overall civility. Naturally, criminals and their ilk often own and haunt their halls in order to conduct business.

These criminals tend to govern the goings-on in these areas, so even though fights are commonplace, disappearances expected, and murders unsurprising, law enforcement agencies tend to turn a blind eye.

A man only visits these locations when he has no other choice - but the thing is, a lot of people in this world have run out of choices.
