A catch-all term for the loose affiliation between the organized crime elements of New Angeles, particularly the Mafia of America/Europe, the Chinese 14K, and the Japanese Yakuza (less so the newer and more local Los Scorpiones). While these organizations are certainly ruthless competitors in illicit and less-legal industries, it's often thought they will offer professional courtesies to each other to maintain their power over the city (and the rest of the world).
